The Glock 17 is a 9mm, which is more powerful than a walther ppk, which is a .380ACP (i.e. 9mm short). If Walther makes the gun in 9mm, then the "power" will be about the same.
Either way, both of these calibers are on the low end of self-defense ammo in terms of power. You get great carrying capacity with the Glock and the Walther can be concealed very well.

The full-size Glock Model 17 .9x19mm pistol is more powerful than the 'pocket pistol' Walthers PPK. The .380 acp is a 'short' .9x19mm and the .32 Auto is puny. The Glock Model 17 is only available in the full-sized .9x19mm round. The Walters is available in the smaller .380, .32 and at one time in .25 acp and .22 Long Rifle (the last two are consider 'sub' calibers because they are tiny).

Caliber and barrel length matter more than make/model. I believe the PPK is .380 ACP which is less powerful than the 9mm Glock 17.

Per,
As that model Glock is chambered in 9 mm para, and that the barrel is longer than the .32 ACP/.380 ACP chambered PPK, the Glock would prove ballistically superior, in my opinion.
