Its malware.
Switch off System Restore as back up files may be hiding in there, and it will just restore itself. Go to Start - programs - accessories - system tools - system restore.
Next, restart in Safe Mode. To get into Safe Mode repeatedly press the F8 key after the bios screen loads but before Windows loads. You'll know if you made it because the screen will be at 800 x 600 and your pc will be slow.
Use Ccleaner to remove the 'program', then run your anti spyware.
You need all these anti spyware programs;
http://www.ewido.net - AVG(Ewido) anti trojan.
http://www.safer-networking.org - Spybot Search and Destroy anti spyware. Use the Teatimer settings to protect Internet Explorer, and the Immuniser to stop malware getting on your pc.
Spywareblaster works with Internet Explorer and Firefox. It won't uninstall spyware that is already on your pc, but it will prevent hijacks and other malicious changes to your browser.

There is a lovely blog I've found that provides the necessary steps to remove SpyDawn which is a fake anti-spyware program that falsely reports the presence of spyware to get you to purchase the full version of SpyDawn to remove them.
You can first try downloading and running Lavasoft's AdAware SE Personal. A real antispyware program that is not only the best, but also completely free. If you aren't using it, you should start.

Download Ad-Aware SE Personal & Spybot S&D, both free, and Ccleaner, free too.
Turn off System Restore to prevent it coming back from some backup file in there.
Boot into Safe Mode ( repeatedly tap F8 as it boots). Run the new programs in that mode, one after the other. That should deal with it. Reboot normally & don't forget to turn System Restore back on.

Sounds like spyware. Get a good removal program like AdAware (Download at http://www.download.com/Ad-Aware-SE-Personal-Edition/3000-8022_4-10045910.html?part=dl-ad-aware%26subj=dl%26tag=top5 ). Install it, let it update, then do a full scan, and delete everything it finds bad.
