You can have an add on card on an adults card. A minor cannot have a credit card, because he is not in an age when he is competent to enter into a contract.

(1) An issuer of a credit card or similar loan advance access device may not issue a credit card or similar loan advance access device to a minor, as defined in 41-1-101, residing in this state without first obtaining consent to the issuance from the minor's parent or legal guardian.

i doubt if any credit card provides card servce for minors, independantly.. one can get an add-on card on a primary card..
moreever, even if one does get a credit card , i sincerely advise parents not to go for one, since it might inculcate serious behavioural patterns for minor, wherein the minor would not value anythng in life, cos all he or she has to do is swipe the card and the parents would take care of the payment....
