Hijab is a term used to cover the head and the neck
the one that covers the face is called veil (nekab in Arabic)
Muslim scholars agree that Hijab is required. but they disagree among themselves whether veil is required on not.
I can say that a slight majority agree that veil is not required

Wearing a hijab or sort veil which covered muslim woman from her toes up to her hairs is the obligation from Allah the only one God.Allah instructed for the safety and for making a difference with non muslim woman as it is spoken in Al Araaf verse 26,Al Ahzab verse 59 and An Nisaa verse 31 of the holy qur'an.It is not forced to wear but it is a must as a need if a woman wants safety.Woman body is not halal for other people except her husband and her children.So muslim woman will wear hijab if she will go out..

Have you noticed in the movies that by the passing of time women started showing more skin.
For instance wearing a miniskirt would have been out of the question 500 years ago in Europe! They couldn't show any leg at the time. It was frowned upon by the society and the religious people.
It might have been the right thing to do, covering the faces, at the time BUT now it is a different world. Showing the face wouldn't hurt anyone. It is ordinary.
BUT again there is nothing in Islam that says a woman has to cover her face.
EDIT:
To susen: Iran?! I haven't seen anyone wear a veil in Iran. I should know because I'm an Iranian! Arabs wear the veil and the shela, and Iranians wear scarf which covers the head.

Its veil while covering the hair but not the face is Hijab.......Covering face is not a part of islam its more cultural but some women wear it on their choice....Forced? Not realy, its woman personal choice........! I did not see any women being forced to wear it.!

it is more used in some places in Iran & saudi & little people in egypt. those people believe that they r doing that for God ; they think it is part of hijab
