You can smile at him, say hello and introduce yourself. If he is interested, he will respond to you. Or if you are too shy in front of his or your friends, write a note (give name and your phone number) and put it on his bag or table when nobody is looking.

first i would learn how to approach someone with out sounding or looking completely stupid. then i would just let them know, that i think they are a special person. let them take it from there.
