Yes - most definately. Even though some irresponsible solariums advertise as being safe, they are not. Your skin is still being exposed to UV rays - in most cases way more than when you are in the sun. Don't forget that the reason your skin gets darker in the sun or solarium is that it is getting burnt. If you really want a tan get one of those tinted moisturisers. No skin cancer and no gross residue like a spray tan.

using a solarium is the same as going out in the sun, you just usually have shorter exposure and are less likely to burn, you are still exposed to the cancer causing rays though!
