No. OCD can occur in people with any IQ, ranging from severly retarded to genius levels. Various studies have found that OCD is correlated with either a high or low IQ. Other studies have found no correlation at all. Since severity of OCD symptoms cannot be both inversely and directly correlated with IQ, it's unlikely that there's any correlation at all. It's possible that it's correlated with IQ scores at both extremes, but in all the results on PubMed and the first 16 pages of results on Goolge Scholar I found nothing to support this.
There is evidence that OCD may be associated with impaired preformance on certain cognative tasks, which could result in a lower performance IQ.

I think that OCD can be related to the IQ scale because it appears more often with people who are on either of the extreme ends of the bell shaped curve. Somebody who is mentally challenge, or someone who has extreme intelligence, can show symptoms. However OCD can occur to anyone also. I am actually OCD over germs, constantly disinfecting, always having a bottle of hand sanitizer, never eating or drinking after someone unless it is someone I've kissed (went for a while of not kissing anyone because of germs), and probably some other things I haven't noticed. Based on a 140 scale mine is 117. Since I'm not on the extreme end, I don't believe in my case, that mine corresponds to my IQ.

As far as I know there's no known correlation between the two. I myself have it and have an IQ of something between 99-109 I think. OCD itself is believed to be caused by a chemical imbalance in the brain and while there's evidence that people with an high IQ might have more of a tendency to suffer from certain mental disorders this doesn't seem to be one of them.

I believe that OCD is more often seen in people with very high IQ
Before OCD was named as a disorder, people with high IQ's were called quirky, absent minded, so smart that they don't have common sense.

I know three people with documented I.Q.'s higher than 160, who also all have documented bipolar, and ADD, but not a study by any means, just my experience.
