i bought a scooter on ebay from a co. in new york. before i paid them i asked if the scooter was legal in california and if it could be registered and they responded by saying IT COULD BE REGISTERED AND WAS CALIFORNIA LEGAL. after i received it i took it to the dmv to register it and the dmv refused to do so and said that it did not meet california's emission control standards. i immediately contacted the scooter co. and they told me that they would contact the manufactuer and get me what is needed to register the scooter. everytime i spoke to them i was told that the manufactuer was going to send another vin plate that said the scooter was california legal and they wanted me take off the old vin plate and replace it with a fake one. later, the scooter co. refused to communicate with me when i tried to arrange to ship it back. i opened dispute with my credit card co.and the scooter co.told them that i still had the scooter and refused to give it back and chase rebilled my acct.

Quit talking to the scooter company (and Chase) by phone. Start sending all of your correspondence by mail, certified return receipt requested.

In your letter to the scooter company, make sure that you reference all of the phone conversations you have had with them and dates if possible (doing that would give you a record on paper that you had been in contact with them about this issue)

Demand that they allow you to return the scooter and that they will reimburse the amount you paid, since you had purchased it under false pretenses on their part.

Keep copies of all correspondence that you send and receive.

Mail Chase the copies of yours and the scooter co's letters and demand that your account be charged back.

Hopefully you have something on paper or email from the scooter company that they claimed the scooter would be legal in Ca, etc.

If you still hit a brick wall, file complaints with the BBB, FTC, your states AG and the AG in the state where the scooter company is located.

If all else fails, hire a lawyer and go after the scooter company.

That is the problem with e-bay. You never know what you're going to get. It's safer to buy large ticket items like that from a reputable dealer or store. Convenience is nice, but you don't have this type of problem when you do it the old fashioned way. :-(

I would close this account and get another credit card thats better than this one but finsh paying on it good luck
