You cannot gain chest muscle (as far as size) with 12 lb. weights. Here's how working out works:
You can do repetitive tasks with light weights to "tone" muscles (make them harder but not bigger) OR
You can do "max-outs" which is lifting as much weight as you can possibly bear just a few times a day to "grow" muscles (they get bigger but not harder).
If you want to "see" bigger muscles on your chest, do push-ups if you can't get bigger weights. 12 lb. weights aren't even for lifting. They're for holding in your hands as you jog.

This is a full body workout to be performed once a week. You should finish in about an hour. Concentrate on correct form and perform each repetition nice and slow to fully work the muscle avoid injury. Perfect for the beginner or person with a busy lifestyle. There are many advantages to exercising even if it's just one day a week. To keep this routine under an hour and also benefit from a cardio only rest for 30-seconds between sets. You may have to build up to this. After following this dumbbell routine for 2 months pick new exercises for each muscle group. 10 repetitions is good for toning and shaping. If you want to add muscle do lower reps. If you want to see more definition in the muscle you have do even higher reps. 10 is a good compromise for most people.

Dumbbell squats- 2 Sets of 10 repetitions
Stiff legged dumbbell deadlifts- 2 Sets of 10 repetitions
Standing dumbbell calf raises- 2 sets of 15-20 repetitions
Dumbbell bench press- 2 sets of 10 repetitions
Dumbbell military press- 2 sets of 10 repetitions
One-armed dumbbell rows- 2 sets of 10 repetitions
Concentration curls- 2 sets of 10 repetitions
Kickbacks- 2 sets of 10 repetitions
Bicycle crunches- 3 sets until failure

Dumbbell bench press
Dumbbell incline bench press

Build Ripped Muscle Fast

To gain/loose weight, eat only when hungry and that too not more than three times a day. Uncooked fruits/vegetables shud be taken with each meal to the extent of 50%. No food/drink other than water in between. Chew each morsel at least 32 times. This activates ur body system to give u effective signals when u have had enough.

Take light exercises and brisk walks regularly preferably twice a day.

Do not get panicky to loose/gain fast. After all u have taken years to come to the present state. Be patient.

12 lbs is just too light... to hit the chest muscles you would be better off doing pushups. When those get easy you can put your feet on a chair and a weight plate on your upper back. just get a set of adjustable dumbells from sports authority... they are cheap!!

Use the 12#ers for butterflies, preferably on a bench so your arms can go lower. Will help get that definition down the center and is a very good stretch. Then do push-ups, do push-ups, do push-ups,do 1 arm push-ups. You can do lots of different exercises without weights. Work on your legs too!!
