The girl I babysit has potty problem. Generally she tells adult if she needs to pee. But always pooh in her pants. Her family and I been trying letting her know going toilet when she feel like pooh....But I wonder she doesn't know what does it mean. My questions are:
(1)Is there any way let the 3-y-o girl totally understand before she pooh on her pants....?
(2) Is a 3-y-o potty problem girl considered slow? What cause the problem? (If the parent divorce? Physical problem? )

It's not uncommon for a child to not be potty trained completely for bowel movements until after 3.... especially if they didn't start training until the child was 2 1/2 or so.

The best thing to do is keep an eye out for the signs. Does she sneak off? Does she hide? If you catch her wandering away put her on the potty and wait until she goes- even if it takes a long time.

Another good thing is a reward chart. Set a timer for every hour. For each hour she uses the potty with no accidents she gets a star on the chart. For each full day of no accidents she gets a prize (think: stamps, chalk, play-doh, etc.. I don't recommend food but for some snacks work).

My girl did the same thing. I got her trained by rewarding her with candy. I sing her a song... Hold it in your body until you get to a potty. Talk about it honestly and clearly over and over and over. Childrens books on going to the potty work real well at this stage. Also help her role play with some favorite dolls on the potty. Patience and consistancy. No she's not slow, stubborn maybe. My pediatrition told me if they are still doing it at 12 then we have a problem. She'll eventually figure it out, some take longer than others. They know and understand a lot at 3. So talk it up. Use your power of influence, like how yucky to go in your pants and how fun it is to go into the potty. Don't use pull-ups, they make it take longer, to the joy of Pampers I'm sure.

Well, I babysit a 3 year old boy also, but I have never had this probleme. But he never tells me when he has to go pee. Then I ask him if he needs to go, he always says "no". I take him to the bathroom every 45-1hour to go pee whether he has to go or not.
The little girl you are watching is only 3, she might not understand fully yet. Not all children are fully potty trained at the age of 3. And No, This child is not considered "slow" in my opinion. It takes time.

When my son started potty training he would pee in the potty but not poop. This is very common. I believe some children can feel the urge to pee and they know they need to pee in the potty, but since pooping is less common it takes them a little more time to get the hang of it. A doctor told me that they do not start worrying about developmental problems with potty training until the age of 4. Hope this helps
