A person who committed crimes in California and Arizona can be on probation at the same time in both states.

It is legally possible to be on probation in both states but since the whole point of probation is to "supervise" your conduct, usually the non-resident state will turn over supervision to the state of your residence. If you live in Arizona, you are still "on probation" in California, but it's Arizona that supervises both of the grants of probation and if you mess up, both states can charge you with violating probation and take further steps.

Yes but they would have to gain permission to be a resident of one of the other states. Of course they would still be required to pay the probation fees to both states though...

No he can have probation pending while doing probationin one or the other , but not at the same time.
