What country should you NOT consider?
Any country that you or a person you trust don't have a first hand experience on.
If you or a person you trust don't have a first hand experience on the United States of America, you should not consider the United States of America. Not because it's dangerous, not because it's safe, but because you don't know any first hand experience.
As for most dangerous.
Well, a country might have a big conflict in one of its area, but might have a relatively free conflict in one of its other area.
A country might have an area with a person is regulary attacked, but also might have another area that is relatively free of attacks.
And so on.
So you need to know on where to go and where on not to go.
Since you want to be in volunteer programs, you should only go to places where you really know their conditions.

when u want to be volunteer in that program, never think about the danger u are facing. every country has its own danger. u have the heart to help people in other countries, then pursue it. Iran, iraq maybe dangerous, but think about the life of thousands of people u are going to helped...

If I had to pick one...One that you can legally go to... well, I would have to say Pakistan would be the most dangerous for your average westerner to visit. Yes, the government is somewhat of an ally. But there is a huge chunk of the population that wouldn't mind seeing your body and head get separated. Ahmudinijad of Iran may be spooky, but you would be much safer walking around in the general population of Iran than Pakistan.

Morocco, America, anywhere in South America, Iran, Iraq, basically everywhere has it's own dangers. I would suggest Tasmania in Australia as the safest, as it is still 1977 down there and it is between wars.

Iran, Iraq, Pakistan, Columbia (Americans are regularly kidnapped and held for ransom), Venezuela. Most any of the former Soviet Union is unsafe too.

first of all i wouldn´t take the advice of fellow writers who spell the south american country colombia..as...columbia... and secondly your help is needed MOST in war conflicting countries...palestine,isreal,irak,etc.....
