Yes, it does for those who know how to apply it. Just wanting something isn't enough. The always upbeat and positive outlook folks are often exceptions. Otherwise, you really have to put some feeling into what you want and keep holding it in your thoughts as if you already have it. The results often come when and where you least expect them.
I live in a house that is nearly a duplicate to one I saw as a child and wanted to live in. I have had the cars I wanted. I've had the relationships I wanted. Wherever I apply the law I see results.
The best book on the subject and which the DVD The Secret is loosely based is by Abraham--Hicks and titled The Law of Attraction.

The LOA works all the time. Even if you use it or not, you will create by default. I have applied the law of attraction in my life to obtain what I want. So far everything has come my way.
My story: I was born in the poorest town in Puerto Rico. I dream everyday in getting out and making it, I dream about my profession and about a big house, I visualized everything, I put emotions into my thoughts. I asked the universe for what I wanted. I received what I wanted and I am very grateful of my life.
