What do these verses of King John mean?

I tore them from their bonds and cried aloud
'o that these hands could redeem my son,
as they have given these hairs their liberty,
but now i envy at their liberty,
and will again commit to their bonds,
because my poor child is a prisoner.

It's from the third act, scene 4

Constance is saying she wishes she could free her son, Arther, as easily as she could free her hair

it means that he freed men from their slavery and then wept loudly for he could not save his own son... and as those men joyed in their freedom he became jealous of their happiness for his son was still a prisoner so he will make them slaves again until his son is freed as well.
