Flirting is not the same as love, and if you're hoping to have a relationship with this young guy, you're most likely in for heartache. He's much too young. I have never heard of a guy waiting until he's 21 to show his love for someone. That idea doesn't particularly make sense to me.

Pretty sad thing you have going on.He is only 21 and he hasn't even "sowed his oats" yet.Don't be surprised, not if,but when he cheats on you or dumps you.If a woman twice my age was interested in me I would think she has real issues.Not for me.
