the law states you are allowed into a public house, with the landlords permission, during the day, from the age of 14. Any establishment wishing to allow minors in the evening must have a child licence. You cannot purchase or consume alcohol until you are 18.
Except when you are in a licensed restaurant (not a bar) and have a sit down meal. Then you are allowed from the age of 16 to purchase Beer, Lager, cider and wine but not spirits or other strong drinks.
If you walk into a bar and look 18 and there is a dozy barman then you could drink. We've all done it but if you are ided then you are out. Also licencees have the right to refuse service to anyone under the age of 21 if they so wish and if so you will be asked for id.
The penalties are higher for the person selling a minor or buying a minor a drink so you are actually just going to lose the barman his job and about a months wages.

In all of the European countries I have been to the age limit for light alcohol (Beer, wine, etc.) is 16, so yes. I have not been to Scotland so I am not sure there, but I assume it would be the same.

the legal age limit for drinking alcohol in the uk is 18,but some night-clubs are 21 and over.If you look under-aged you wont get served or they will ask you for ID to prove your age.Good luck as some bars are very strict as they dont want to lose their licence
