in the Bible, there are two meanings for hell (sheol, hades, etc). One is the grave, and the other is the hell with the tormenting fire. Both of these were not part of God's original plan for us. hell is another result of sin.
the former was obviously started when Adam and Eve sinned. "The wages of sin is death".
The latter is needed to ultimately annihilate sin. But that will be in the future. Jesus comes the second time to get His people. A thousand years will lapsed..then that hell with tormenting fire will be next. Revelation 20:8-10.

Hell was created long before man's existence. When Lucifer tried to over throw god, god threw him and his followers into the center of the earth in which it became hell. Because they were never cleared of their sins, they went to hell. But considering the faithful such as Abraham, their soul stays on earth and waits for the time of revival, because god knows he is worthy of heaven.
I believe that when a person dies, they must pass through several realms before they can reach the realm of judgment. At that time, the link between the worlds did not exist, so all the dead up to the point of jesus' crucification, were wandering the earth as lost souls. Then the day came and they were finally sent to judgment.
I'm basically saying the flat out evil, such as Cain, when to hell, and the saints waited on earth for judgment. not saying that some demons didn't get mixed in with these, but I think you get the point.

Hell is the grave, so it was "created" right after God sentenced Adam & Eve to death and kicked them out of the Garden of Eden.
Hell is not a place of eternal fiery torment. That is just a popular belief and not taught in the bible no matter how many times someone pulls a scripture or two out of context.

When I opened my eyes towards Truth, I was surprised by what I learned concerning hell. It is not at all like I previously believed. In a way, we are in it right now because satan controls this world. His rule will end and he will be destroyed. There will be no more 'hell'.

Humans create their own Hell. God has nothing to do with it. God already proclamed to be a loving God. No loving God would send its beloved creations to Hell. Only self-loathing humans do that.

They directly sinned against God they are DEAD. He told Adam and Eve In Genesis 3: 19 that In the sweat of your face you will eat bread until you return to the ground, for out of it you were taken. For dust your are and dust your will return. They are not in hell. When you die you go back to dust. I do not believe in Hell.
