The grass is always greener on the other side of the fence:
Let me give you an example that may hopefully clear this up for u.
A friend of mine had been in a relationship for 3 years. Her boyfriend was the only guy she had ever been with. She loved him but she kinda hated the fact that he'd had the chance to experience other girls before her whereas he was the only guy she'd ever been with. So she decided to break up with him to go and "experience" other things, i.e. other guys. To her, she felt like she was missing out on something by only ever having been with one guy. She thought that by going elsewhere, she may find something better. Instead she had her heart broken many times before she wound up wanting to be with her first boyfriend again. Understandably he knocked her back. Now she is living proof that the grass is always greener on the other side. This is because, she thought her life would be so much better if she did as her friends were doing, going in and out of meaningless relationships. But in her pursuit of what she thought was greener grass, she ended up losing something real and meaningful.

Is a phrase used to express to people that they think they know more than they do. People who often complain or are negative about something or someone, perhaps jealous of someone who appears to have a lot more than them.
It is a way of reminding them that they are better off than they realise and not to give up the benefits they have for some imagined benefits that when they get 'there ' to the other side of the hill, they discover they aren't real.

it means that the grass on the side you are at the moment is a bit dull fading, maybe due to a lack of rain, but over the fence the soil maybe more fertile and maybe there is more rain hence the more vibrant greener grass
Analogy to explain that the future may hold something far better than it is now
