I'm not really sure if it's proper at all but this is what I would do:
I would sit down a little off to the side leaving a stool or two between me and the next person. Then I would ask the bartender what he/she recommends. Tell he/she that you want to have a little drink but you want to be the designated driver or if you came alone mention that there's nobody to take you home and things like that. Pay a compliament to their outfit or appearance. Ask a couple of questions. Be courteous that they are on the job and have to serve other customers. Offer to by a round for the bar (if you have the cash) and after the bartender has served anyone getting the free drink, spend the few moments getting to know him/her. Build your aqaintanceship. Tell him/her an few interest of yours. Sip slow on your alcoholic drinks (babying them). Mid way through the evening switch to non-alcoholic drinks, soda, coffee, ice water, tea, fruit drink. Ask what they have available and what he/she would recommend. At the end of the evening give him/her your phone number or e-mail and tell them that you've really enjoyed the night and would love the chance to talk again or maybe go out and do an activity. "I've always wanted to go sailing. Maybe we could go sometime. I'll bring the life preservers"
As far as the bouncers it's not very cool to hit on one, but it's okay to talk to them and strike up a conversation on a slow, peaceful night. At the end of the night say something like, "Have a good night John/Jane, be safe going home. I hope you have a restful day off tomorrow."

well the most proper etiquette would be to drop all your clothes to your ankles. i am sure they would notice you very quickly. just kidding.actually just walk up to them and tell them you think they are cute and give them your number. most obvious.
become a damsel in distress..another attention getter
make friends at their workplace like the bartender , he or she could pass on the good tidings unless he or she is involved. heck , just take a chance. worst thing that could happen is you get embarrassed and never go back.

I don't know but I find it amusing to use "hitting on" and "etiquette" in the same sentence.
But seriously, I would just be friendly and let them approach you. You may stand out by not being the same as everyone else.
