even in marriage? i've heard some say yes and no, is there an official stance on it in the church?

If by "in the church," you mean the Catholic Church the answer is yes and no.

The Church's stance is that sex has a two-fold purpose. To bring a couple closer together emotionally, and for procreation.

If oral sex is taken to its obvious conclusion on the male, then procreation is no longer part of the picture, and the church's stance is that that is a distortion of the gift of sex.

However, if oral sex is used as a stimulant, and allows for you to proceed to other forms of sex, there is nothing wrong with it, just as there is nothing wrong with kissing and petting.
