Legal Question about possible Adoption?

I am a 16 year old girl, and I live in indiana. My mother is diagnosed with bipolar, lately she has been fighting physically with me and Child Protective Services have got involved. My 30 year old sister is willing to take me for a short period of time.

HOWEVER...my friends mother who has adopted her sister's children, is willing to take me in for good. This family lives in California. They are very good people and a great family and are also able and willing to prove all of this. Is me moving out there even possible? I want to be apart of their family and they want to help me. I am 16, do i have any sayso in where i go?
