Usually that the web page in question ("Hi! I'm beautiful/handsome and I want to meet you!") is just an advertisement. People in the UK use "advert" the way people in the USA use "ad".

Advert means to call attention or make reference to something. So maybe they mean it's just a reference? Or short for advertisement.

i have seen it used to mean a couple of things,,,,
it can stand for advertizing,,, of any type,,
also,,,it can be used as a shortened form of adverted, as in something that distracts you,,,,,
such as instead of saying "that person adverted my attention from the computer with their chatter" you could say "that person is an advert" or "their chatter is an advert"
