Causes of the "missing or corrupt hal.dll" error include, naturally, a damaged hal.dll file or a hal.dll file that has been deleted or moved from its intended location. Additional causes may include a damaged or missing boot.ini file or possibly a physically damaged hard drive.

Source link has a lot of things to try and fix this.

That's a tougie. The hal.dll is the hardware abstraction layer DLL (in case you wanted to know). It manages all of the hardware accesses within Windows. I quick fix would be to copy and paste the hal.dll_ from the Windows CD to your C:\WINDOWS\System32\ folder. It may be compressed however, I'm not sure. If that fails to work, download one from dll-files.com and place it in C:\WINDOWS\System32\. And, if that fails, boot from the XP disk (assuming you're using XP) and do a repair installation. To do this, go through the installation process until it gives you the option to use the R key to repair. That should get you up and running again.

You will most likely have to reinstall Windows. Do you have the installation CD?
