credit card applications over the phone

If you didn't get approved 'instantly' over the phone, the credit card company probably needs to look more in-depth into your credit history before they make a decision. Usually, an 'instant approval' over the phone is base soley on your credit score. If your credit score didn't meet their 'instant approval' guidelines-- they'll need more time to look at your credit report to better evaluate your current financial situation.

Just because your credit score wasn't high enough to warrant an 'instant approval' doesn't mean you won't be approved. Basically, you'll have to wait to get their final decision.

With that credit card company yes. I would recommend contacting the bureau the company used and getting a free credit report. Look at it and verify it's accuracy so that you don't lower your score even more by applying for other credit cards which you will be denied.

No, usually they'll follow up with a really shitty deal - offer you a card with high interest rates, lots of restricitions or a "secure" card, meaning you pay them $500 (plus interest) in order to borrow $500.
