Budgies can suffer from many things that stop them being able to hold on to branches as well (If at all). It can be a simple as sores on the feet, long nails, and cramping to infection, to tumours and fractures. Taking him to a vet will not only allow them to talk to regarding whats wrong but how to help get your budgies to grow to old age with good diet and housing. If you go to a bird vet, you will not be disappointed, you really will get a lot out of it. Good luck.

It sounds like this bird is really hurt. Please put it in a hospital cage with food and water in a place where it can reach it.

Next, take it to the vet ASAP!

If you don't have an avian vet, you can look one up here.
