Everytime I chop up some green onions, sometimes the out skin comes off. Is it edible?

Yeah, it's edible but it can be a bit tough, so I usually toss it if it peels off while I'm chopping.

It's all skin, but if you mean the very filmy first or second layer - no - it's the same as the other layers (and edible) but the quality's not so good. Every once in a while I find one where the skin can be left on but usually the very outer layer comes off.

I always peel the outer skin layer and cut off the roots before eating a green onion. Are you talking about the outer layer? Is it white and green? As long as it isn't brown and paperish in feel then it is edible.
