It is B for the first. For the second I am not sure, but I think it is C. It isn't A or D, and I believe discharge of the river is the total content of the river at a given point so it wouldn't be B. Beside, what effect would a river's headwaters have on the erosive ability of a river anyway?

B is the first answer.

The second question is tricky. Strictly speaking, the discharge of the river, where the river empties into the ocean is not related to erosion and actually results in sedimentation instead, so B is possible, unless the question was misworded. Size of the river's headwaters by itself doesn't determine its downstream flowrate without knowing other variables such as precipitation in the area, volume of other tributaries, etc. I would say B is the better answer. At least it would be easier to defend in the strictest interpretation of the discharge process.
