There is no way for us to know what it is. If it concerns you, or it's a new development, bring your dog to the vet. It could be anything from skin cancer to ticks to simple harmless pigment spots to a thousand things. There is just no way for us to know.

Most of the time it's just skin pigment which is normal. But it depends on how long it's been there.

to clarify, these aren't just her markings/the way her coloring is? if that is the case, you can't exactly get rid of them and i don't know why you'd want to. if they are like black bumps or scratches, i would get her checked out at the vet.
