I think she tells you she has other plans because of the "as friends" thing. I think she likes you a lot and wants to go out with you as more than just friends. Just tell her you like her and she will probably tell you she feels the same.

4 years.. wow!! when there's a chance to say someone how you really feel just say it or the moment will pass you by.Be honest and tell her how you really feel. If she dumps you then thats fine . It just allows you to move on and look for other girls. If she likes you back then thats great now you can be more than friends .
