Where (within San Francisco, CA) could I get a visa gift card with the cheapest activation fee that DOESN'T require me to pay with a debit, credit card, or bank account?
I'm not old enough to have a credit card, not sure how debit card really works, and don't have access to my bank account. Also, I can't travel to other cities to receive the card, though if it was by mail it might work.

I've looked around the Walgreens site and they require about $10 for the activation and it seems a little pricey considering I only want to put about $50 in the card.

Well if I could use cash I obviously would, but this is something I have to pay online, and parents won't let me use their credit card.

Simon Mall has a Visa gift card. You still may need your parents with you. If you buy it at the Mall. You will need to register the card online to be able to use it online.

How do plan on paying for the $50 card? You seem to have eliminated all choices as you can't use a credit card, checking account or other method.
A debit card, by the way, is a card that behaves like a credit card in a store but takes the money out of a checking account as if you had written a check. Most stores will give you cash back like you had written a check over the amount, which they won't let you do. The reason for this is that the card system instantly verifies you have the money - when used as a debit card. I say this because most debit cards have a credit card logo in the corner and places that only take credit cards (no machine for your pin) will take it, but you can overdraw your account with big fees in consequence.

You would absolutely need to activate the Green Dot card on line or by phone. The card itself cost you 9.95 . The Vanilla 20.00 gift card do not charge a activation fee. It's like 4.95 for the card itself and you can activate it on line and there is no charge.
