A) Because Lead gets into the algea, and then works its way up the food chain, eventually to man.

B) Pollutants come from the land, going into rivers via water runoff, and then to the seas/oceans via the rivers, where they get into the algea.

2) Because the reservoirs slow the water down enough to allow it to drop some of its pollutants.
