Swelling is commonly found with congestive heart failure (the heart can't pump the blood forward effectively, so it backs up and gravity draws it downwards). Kidney failure is another common cause. If someone has hepatitis, this can cause swelling in the belly (called ascites) or in the legs (called edema). With the liver, it is usually because the liver is not properly producing a protein called albumin. Albumin causes water to stay in blood vessels. When it is low, the vessels leak and the water gets stuck in the tissues. If she has edema from hepatitis, she needs to be seen by a doctor ASAP! Liver failure is fatal if not addressed quickly!

As a healthcare provider perpheral edema can be a sign of many things: congestive heart failure, renal failure,.....and I believe liver problems related to hepatitis can be a factor. So...she needs a visit to her healthcare provider before she gets worse.
