Yes, animals can be retarded. However, what you are describing sounds more like physical retardation than mental. Have you had the animal checked by a vet? She could be having a type of seizure (drooling, eyes rolling back). Stench - she's a dog - lots of things cause dogs to stink. Mine does when she eats garbage, rolls in something, has full anal glands, or gets bad gas. If she drags her butt on the carpet, she needs her anal glands emptied. Or maybe she has bad teeth. Obsessive eating? She's a dog. Mine will eat anything she thinks I am eating - onion, grapefruit, anything. It's just doggy nature - they eat when they have a chance and as much as poss. Love her anyway, and bath her. Limit her food to what is appropriate for her.Most of all, enjoy her.

Change the dogs diet. It sounds like your overfeeding him and that isn't healthy. The stinch can come from his food to. The drooling could also be caused by overfeeding. If the stomach is full the dog makes extra saliva to help digest it. All dogs roll there eyes sometimes. For no apparent reason. Just try to give the dog a different kind of food. For a few weeks and only feed him twice a day, morning and night. about 2 cups should be enough each feeding. Try to make sure he gets enough exercise.

The term mental retardation is used when a person has certain limitations in mental functioning and in skills such as communicating, taking care of him or herself, and social skills. Children with mental retardation may take longer to learn to speak, walk, and take care of their personal needs such as dressing or eating. They are likely to have trouble learning in school. They will learn, but it will take them longer. There may be some things they cannot learn.
Trying to apply that type of definition to a dog would be difficult. But since, like humans, animals have brains that can be affected in negative way during development I am sure that a dog can have some sort of mental limitations. I have know animals that have suffered from seizure disorders.
Although If a human presented with those symptoms I would look at diet as a possible explanation. Talk to a good vet about it.

In my extensive experience with animals I have come across many different species which have suffered from retardation , the first symptom is noticeable by the animals tongue constantly hanging out of there mouth it just rests there on a permanent basis also animals with this condition often suffer from an inability to eat without assistance and they do not function well as a result there life span is often very short.
Is it possible that you treat your dog like a human companion and perhaps this results in excessive spoiling such as giving him/her to many treats hence the obsessive eating? occasional rolling of the eyes?..hmm I doing that right now in reference to your dog having a councilor I draw attention again to the fact your animal is being treated like a human companion. your dog is possibly rolling his eyes at the concept of a councilor ? do you bath your dog? I'm sure you do? Dogs a reputed however no matter how much one washes them to be smelly they just have a natural pungent odor especially if they are nervous or if they get damp at all.

your counselor is wrong!!! it's most likely NOT a case of mental disability, but most likely your dog is:
a)sick
b)a regular hungry, drooling, stinky dog
c)is going on protest, literally, im not kidding, she could be trying to tell you that she doesn't like your method of dog-rearing
d)major sickness, i.e. cancer
e)other
mental troubles aren't going to give you stink and rolling the eyes IS a bit odd, but it could be a common cold depending on what her physical health status is. you should take her to a real VET, NOT a COUNSELOR... You should also watch what your feeding her, it might be upsetting her, and the amount of dog's drool varies between different breeds and genes and all that jazz, but seriously, if your a good owner, you'll take her to a very good vet right now!

a lot of dogs drool...feed him the correct amount he should be eating, don't let him eat whenever he wants...i've seen my dog rool her eyes too, kinda weird i must say,lol...and you might need to change his food if he's having some kind of gas or something. just talk to your vet to see what you need to do. also i knew a dog that had a cancer of the mouth and he would drool and it smelled awful! i hope thats not the case but you really should take him to the vet.

drooling~may be the breed
obsessive eating~may be parasites (take stool sample to vet for testing)
rolling of the eyes~an irritant (try natural tears eye drops)or maybe flirting..lol
stench~may have rolled in something (bathe)

Of course it is - unfortunately no animal escapes gene pool issues. If there is nothing physically wrong, enjoy your dog, laugh at his stench (he really won't mind if you make fun of him in front of company), An enjoy his company. When it's time for him to go, say goodbye and thank him for the laughs.

Well I know my german shepherd (rest his soul) was inbred due to the fact that he suffered from similar tendencies. If human retardardation is caused by mutated genes, I don't see why other creatures in the animal kingdom can't suffer from a similar gene mutation.
