Realize that he might want to be alone, don't be upset if he doesn't answer the phone or email for a a while. If he does this then just send him an email telling him that you understand if he needs privacy right now & you will be there when he feels like talking or having company again.
Most of us feel a need to be alone and we don't want others to see us cry, maybe even more so for a guy depending on his age.
A card is a sweet gesture, you can mail it if you think he wants to be alone and perhaps find a poem about a pet and include it.
You could even make a donation to an animal rescue group in his dogs name, any amount is always appreciated and most groups will send him a card to acknowledge the donation.
Several years ago when a friend had to put her elderly cat down I found a site online {can't remember the name!} anyway, I had a photo of the cat & the lady made a clay cat with her cats' markings & name on it & mailed it to her for me with a card. It was not expensive, like around $15.00.
Below is a website where people can go after losing a pet and talk to others going thru it as well, see what they have to say, you might get some good ideas from the site.
Personally I don't think talking about a replacement pet is a good idea, but that's just me.

My sister and brother in law lost a k-9 a few years ago...
His fellow officers went together and got the dog a head stone.
Kinda none traditional but if he is going to bury it in the back yard and loved that animal with everything he had it could be a good jester.
They also had a picture made into a portrait of the dog and had it framed.
Or just go be with him when he has to take the dog in.
That may be all he needs.

Rent some movies and take them and whatever his favorite comfort food over to his house. Spend an evening over there just hanging out staying in. I can remember a good friend doing that for me once with one of my dogs. We stayed up pretty much all night just talking and watching TV. Very therapeutic. Don't try to down play the emotional aspect of losing a pet. Just be a good friend and be there for whatever he feels up for doing to get thru this.

Remember that losing a pet is just like losing a family member. The pet was a close member of the family, so treat the situation as if he lost a close relative. Just be supportive, but don't try and rush him into a new pet. That could make things worse. Best of luck.

Send him a card, also there are these "stepping stone" kits that you can buy at craft stores maybe you can make one with a dog paw print on it and the dogs name and DOB

this is extremely difficult time for them, you can help by just beeing there and perhaps explore if they are thinking of adopting another one. (Enormous help)
Loosing a dog is one of the saddest thing that can happen to dog owner ever.Devastating.It is so nice of you that you want to help your friend in this difficult situation.

i would buy him a little beanie baby dog as just a little gesture and by no means a replacement. tell him that you love him and that you're there for him if he needs you.
