hey bean i live in huntington west virginia the chart kind of confuses me could you tell me if i would be able to or not

It depends on where you live. Different states have different laws about what kinds of alcohol can be sold where. For example, I live in Virginia, and beverages with an alcohol volume of 14% or more can only be sold in a Virginia ABC store. Beer, wine and malt beverages can be sold at any grocery or convenience store, but for, say, Bacardi rum, you have to find an ABC. Or a bar or restaurant with a liquor license.

Depending on where you live you can find it in liquor stores and some grocery stores if liquor is allowed to be sold outside of a liquor store. At my grocery store in CA I can buy Bicardi at the grocery store. When I lived in NY I had to go to the liquor store to purchase it.
