ANy Christian can baptize anyone who has truly repented

Well it really all depends upon where you are. If you were on an island that didn't have a church and a believer preached the gospel to you and you became converted then that person could baptize you if they felt competent enough to do so. But in general a person should be baptized by a full time minister in the church in front of other believers so that they can make a public confession of their faith.

absolutely not. We are all called to go out and baptize the nations in the name of the Father, Son and Holy Spirit... (Matthew 28:19)

I have baptized many people... 3 of my kids... some of the kids from youth group... our pastor encourages people to be baptized and they can have their mentors or parents do this.

No where in the bible does it say that someone must be a priest, pastor, deacon, minister... We are all to do God's work...

In the Catholic Church, the normal minister of the Sacrament of Baptism. If the person wishing to be baptized is in imminent danger of death, anyone (even someone who does not believe in God) can conduct the baptism by pouring water over the head of the person wishing to be baptized and saying 'i baptize you in the name of teh Father, the Son, and the Holy Spirit"

It is not the holiness (or lack thereof) of the person conducting the baptism that makes the baptism effective, but the faith of the person receiving the baptism. This is true of any sacrament.

Two points presently regarding the question;
1. we (Christians) are all ministers of the Gospel.
2. The children of Israel were baptised when they walked through the Red Sea on dry ground (1 Cor. 10:2). Baptism is a 'mind set' of trust; not a physical washing in water.

Yes, except for in the case of an emergency. If there is a need and no priest or deacon is available, a lay person can use holy water to baptize.

I believe any disciple of Jesus Christ could do the act of baptising another believer. Of course a lot of religious people will disagree if you haven`t been ordained by man. But who ordained John the Baptist, God did not man.

A minister, preacher, priest, pastor, whatever the title, as long as they are legally ordained.

Actually it is Jesus that Baptizes you.

The preacher only does it with water.

Under ordinary circumstances, yes.

Otherwise, anyone .... even a non-Christian can do it, if they know how to do it right.
