If your parents won't do anything, or if you don't want to tell them, ask him very, very politely to please stop. If he doesn't, wait until he's watching TV or sleeping, sneak up behind him, and whack him, I mean really whack him to point he's in tears, right across the skull with a plastic bat or something like that. I would suggest drawing a little blood, too. Then, before he retaliates, tell him you don't care what he does to you anymore because you are going to do it every time he puts his hands on you. Tell him no matter what he does, you are going to have the last say about things.

Get some older guys, preferably friends of yours to "pants" him at school - if your still at school that is ! Let him suffer embarasment at the hands of older guys who may lean on him a little !
