I had a hospital bill and apparently i owed a college for some reason, i was on probation when i went to the hospital, and then had my probation revoked, i was sent back to prison and therefore unable to pay the bill. I filed my taxes and all i got was a notice saying my taxes had went to these overdue bills. I think i should have a chance to pay out the bill, since under my circumstances i couldn't pay.

The answer is yes and all Federal and State filing instructions say so right up front with regards to refund. Best thing to do is get whatever bills remaining paid off. Checking your credit report would be a great place to start.
