That is NOT called Lowlights. It is infact a peekaboo. I do this to my hair. I have medium brown hair but have the bottom half dark brown almost black. Looks great on long hair. FYI Low lights are like the opposite of highlights. They are for when you do too much un-natural looking highlights and want to tone them down.

It's called a peek-a-boo. Lowlights are to tone down the not so natural looking highlights that seem ever so popular to most people.

Your wording was a bit confusing, but if you mean that the top was for example blonde and the bottom was black then that's called a peekaboo.
