All gambling is rigorously controlled by government. It reaps a lot of tax dollars from it. In a lot of states the state actually runs most if not all of the scratch off tickets. Either way, the government either owns or controls, like owning, just about every type of gabling there is. Some Indian reservations are not government land per say so they have been able to have their own casinos where normally gabling is not otherwise legal.

i think scratch tickets are primarily state owned functions. granted states are controlled by the govt,

No, the people who make the company own it. (Not the government, in most cases).

Duh Yeah there both the lottery cuz scratch offs dont effect the mega stuff but its all the same game
