Yes, because when the acceleration is 0 you are either sitting still or at your maximum velocity. So either way you are moving at the same speed.

Zero acceleration means you are not changing speed. Either you are at zero speed or moving at a constant speed.

If I understand the question correctly, you want to know if an acceleration of magnitude zero can be considered a "constant acceleration." In my opinion, I think it is.
