The Pope is first of all a priest, and also a bishop, and all bishops wear a special piece of headgear that's called a mitre, as a symbol of their office and their authority.
The wearing of the mitre is a sacred Tradition that goes all the way back to the time of Moses, in the old testament Levitical priesthood, and it's use was specified by God himself.
Exo 28:2 And thou shalt make a holy vesture for Aaron, thy brother, for glory and for beauty.
Exo 28:3 And thou shalt speak to all the wise of heart, whom I have filled with the spirit of wisdom, that they may make Aaron's vestments, in which he being consecrated, may minister to me.

From the above verse, its clear that God is the one who prefers his priests and bishops to wear "funny" hats.
