When you miss someone I recommened talking to the person directly, whether that is in person or on the phone. Because then you can hear their voice.
I understand why you would ask about an e-mail. While talking on the phone allows for you to talk voice to voice and share feelings, writing e-mails you can share feelings you may not be able to share in person. Also, some people communicate better and easier while writing on their feelings, rather than talking.
You can always do both. But do what your gut makes you feel comfortable. At the end of the day the person will be happy to hear from you.

In my opinion talking to them directly is better for me, but it also depends on how much time you both have. If you only have a couple of minutes you can send them an e-mail, but if its a day where you have a lot of time you can call them and talk. I like calling better because i know that I will talk to them sooner or later because maybe they dont check their e-mail a lot or somehitng. but it is totally up too you.

If you are truly wanting another shot at the whole thing, then you want to tell them directly! It is almost somewhat insulting to be told over e-mail and it seems a little less heartfelt. If you know what I mean.

If you want to sound personal, give the person a call. If you think the person is unreachable (always busy all the time), you'd better send an email.

Depends.
Emails are bland because the reader cannot hear inflection.
But, if you have a horrible voice, spare them the agony of a phone call and listening to the drone of monotony.

It depends lots of people like to send e-mails, because you can't see their face or hear emotion in your or the other person's voice most time I find it easier to e-mail, because I can never think of anything to say in person or on the phone. If it is your sweetheart or your mom or your sister and you miss them then you probably want to hear their vioce and they probably want to here yours.

Directly it shows that you have confidence in yourself to talk to them and if you miss them you get to hear them talk to you in a way they used to...
