The icons you're seeing (the recycle bin only) are part of the standard Windows installation. If you had a bunch of other icons on your desktop when you purchased your machine, they were put there by the manufacturer. You're going to have to put and desktop shortcuts you want on the desktop yourself.

Hello, my ID is Dell Tech, a trained computer technician.
By default, a fresh installation of windows XP should have two Icons ( My computer and Recycle bin)
To view ( My computer Icon) on your desktop, they're two options.
1 go to start and pull and drag My computer to the desktop.
2 right click on My computer and select "Show on desktop"
The rest of Icons were softwares... Because you perform a fresh installation of windows, everything has been deleted... If you have a video card on your computer, then your video card driver was also deleted. If you experience problems with your speakers, then that means the audio driver was also deleted...
To correct this problem, visit your computer website and download all the available drivers that support your computer...
Have a blessing day.
Message from Dell Tech.

To put the My computer, My network places, Internet explorer and My documents icon on the desktop follows the steps below:
1. Right-click on an empty space on your Desktop
2. Choose 'Properties'
3. Click through the tabs to find a button called 'Customise Desktop' and click on that.
4. The next window will have the four icons listed above with check-boxes next to them. Click on them and click 'Apply'
Your icons will now appear.

If you backed up your programs before you reinstalled, then they have to be added and the icons will show up again. Otherwise, you lost them.
