Ball furthest away goes first. But, for the sake of us recreational golfers, just play ready golf. Don't hold up the entire course debating whose turn it is. If you're ready, hit away.

In an official tournament, the ball farther away always goes first. So ball A should go first. If it's just a sunday afternoon foursome, the person on the rough could probably go first, just so there isn't a hassle with the pin and you can keep play moving. If you are ball A and you do want to go first, make it known you are going to go because ball B probably doesnt know. If you're ball B and you see ball A going, just let them go.

The person farthest away goes first as a matter of etiquette, but in stroke play you can play "ready golf" and whoever is ready to play may hit without penalty. In match play, you must play in the proper order.

Ball A, because they are farther. If you are playing a recreational round, whoever is ready first goes. Also, there is no penalty for playing out of turn in stroke play, so it really doesn't matter.
