There are absolutely no nursery schools/preschools within Red Deer and I want to complain!

Contact your local Community Coordinated Child Care Agency!

Child Care Agencies don't establish preschools they just help people find them (like a referral agency). They could only tell you who else you could call which would probably be a state agency for children and families. If you live in a rural area and exceed the income guidelines for Headstart then this is an all too common problem across the country.

you can try with the local school district, the state school program, and try also finding out who is in charge of the local headstart program it is usually goverened by a local community action group. check in the phone book for any of the above numbers. if you really want to take it all the way you can contact the us department of education
