In the shelters, we see that a lot as a condition called Demodex. It is caused by a mite that burrows under neath the skin. It needs to be treated by antibiotics (like cephalexin) and ivermectin (which kills the mites). You will have to get these meds from a vet.
There are also a lot of other conditions that can cause hair loss and scabs. Usually the scabs are caused by wounds that your dog made on himself while scratching excessively. He could have fleas, or ticks. He could also have an allergy to something. You'll really need to see a vet for sure, thoguh.

They're called hot spots. I'm a holistic doctor and have treated this successfully. Here's what you do:
1) Make sure her diet is pure. Ie - I put dogs on raw meat, rice, veggies.
2) Get the homeopathic remedy, APIS MELLIFICA 30. Dissolve 4 pellets (2 pellets if it's a small dog) in a tablespoon of water, and administer in their mouths with a spoon or eyedropper. Do once, wait 24 hours. If there's no improvement, give another dose.
3) Bathe the dog. Fill the tub with warm water, add a bottle of hydrogen peroxide, and dissolve Borax laundry powder (about 1/4 -1/3 of the box) in the water. Soak the dog daily. If you can't do this, place some of the liquid in a spray bottle and spritz the dog every hour or so. The spots will heal within days.
Good luck!

Sounds like she could just be having a reaction to fles bites, have you checked her for that, if so the fleas are best treated with evolution which is a liquid you squeeze onto the back of the animals neck works great. Otherwise have you been bathing your dog? it could be some dried up shampoo that hasnt been washed off properly and she's got itchy from it an dhas been scratching. One other thing it could be is depending on the season where your from, have you just changed seasons? the dogs skin may be drying up from the change of season and its irritating the dog that its scrtachin and causing these marks. If it gets back just take the dog to the vet. Hope ive help you a bit. goodluck OK.... it could also be a plant that you have in your backyard.... for example one of my past dog had a reaction to a vine i had in the backyard it took us 2years before we worked out it was that. The dog could be rolling in the plant, best thing to do is when u have time just look out a window or back door that over looks the yard and without her seeing you just watch what she does of a day, eg rolling in a plant.. you may find your answer to the cause that way.. once again goodluck

There are a couple things that could be, 1 is a hot spot which is kind of like dermatitis it is an allergic reaction, maybe to fleas or something and if it is that which i can almost be positive it is, and if she is itching at it then that probably is what it is. My shepherd gets it alot and it start at the base of his tail and will get bad if not treated, so i buy special shampoo for him,, but if she has fleas definately get rid of those first... But i use cortizone cream or not to be gross but i also somex's will buy myconozole7 you know what that is i am sure try that. or even some athlete foot medicine. and also get a cone so she cannot reach back and bite at them.

That's from him/her scratching. Your dog is most likely scratching from allergies.
goo luck =)
