what do you tell a 3yr old that loves girls he loves to kiss and touch how can let him no he has to stop?

Kissing and hugging are very natural for children that age. If his touching is to private parts, firmly move his hand away and tell him that those are private parts that he cannot touch.

If he's rubbing breasts, likely he was breastfed as a baby and is going there for comfort. I've seen four year olds do that (boys and girls), when being held when they're tired or fussy, reach a hand down mommy's (or any other person's, even men's) shirt to find those sources of comfort he/she remembers from infancy.

If the touching is sexual in nature he's either seen this behavior or has experienced it. But my guess is that he's just being a normal three year old.

Very Carefully, With out an doubt. I'm A Mental Health Technician, And one of my Consumers does this. He's 22, But has a mind of a 5yr old child. We Simply say we don't do that, with a straight face. No Emotion, like your not angry, but it's not a joke. Hopefully its a phase, but if not. You want to be sure to stop that. As you know it could grow into an very unhealthy habit. Have you tried looking up this behavior on the net, like some toddler site's.

Speak sternly and forcibly to him, and tell him in no uncertain terms that that is inappropriate. This is a boundary, and you will not love him less by strongly enforcing it. He is 3 and is old enough to understand and know better. Early man didn't have porn and still procreated, the urge is stronger in different people, but it is YOUR JOB to teach him to curb that urge. It's a matter of respect and teaching that respect to your son is a serious responsibility that will serve him his whole life. I hope that helps

Your reading too much into this, the kid is three. Their brains have not developed enough to think what you are thinking.

Just tell them it's not right to touch a person in those spots. Don't explain why, that is something beyond their comprehension. Just tell them no.

Don't make him feel as if it is something irregular or out of the nature of people. Tell him straight out though, that those things are not done with everyone. They are things that are done in private ONLY.
