Well, i guess it would be b/c caffeine is often considered a drug. I wouldn't plan on getting high on it though. You may get a tummy ache before that ever happens.

It has caffeine. I believe that is the closest thing to a drug in chocolate.
Caffeine is a stimulant. Here is a link that implies that a one-ounce dark chocolate bar has 20 mg of caffeine, and a cup of coffee, 60 to 120.
So you'd have to eat maybe as many 6 chocolate bars to get the same "high" you get from a cup of strong coffee.

Technically yes it could be considered a drug, because of caffeine, and the fact that it is an aphrodisiac. Will it get you high?...No. It will change your mood. You will have more energy for a short time and feel a little sexier if you eat a good bit of it (Like Two Snickers worth).

Chocolate contains small quantities of anandamide. It has been speculated that they promote and prolong the feeling of well-being. Chocolate also contains caffeine. But the caffeine is present only in modest quantities. Chocolate also contains tryptophan. Tryptophan typically diminishing anxiety. Its the stuff in turkey that makes you sleepy.Consumption of chocolate triggers the release of endorphins, the body's natural opiates. Endorphins probably contribute to the warm inner glow induced in susceptible chocoholics. Cacao and chocolate bars contain tetrahydro-beta-carbolines. Tetrahydro-beta-carbolines are also found in beer, wine and liquor; they have been linked to alcoholism. But the possible role of these chemicals in chocolate addiction remains unclear. Perhaps chocolate's key ingredient is its phenylethylamine (PEA) "love-chemical" which is also present in pot.

All in all Chocolate makes you feel good. But you would have to consume about 5lbs. or more to get any type of high.
