As far as I know from a legal standpoint no one can. You should be present anytime someone questions your child for any reason.

In the uk, Only your GP can talk privately with your child, as part of an appointment, the police have to have an adult, or social worker present. They are still not an adult at 14. The media have to be careful, I dont think they are allowed to interview and name a child without parental consent.
Schools can interview a child, usually if its part of a discipline issue parents are notified by way of a letter or phonecall, or they are asked to come in.
Social workers who assigined to children are able to hold discussions with the children without an adult present.

Not that sure only I think an appropriate adult like a social worker can be present without you being there or if you can't get there, only in most cases it is the parent.

no-one, she is a minor, tell her don't fall for any threats either not even from social workers, if I was the parent they'd have to haul me out of the room kicking and screaming. She has every right just as an adult does to have AN ATTORNEY PRESENT BEFORE SHE ANSWERS ANY QUESTIONS, EVEN ONE QUESTION.
